Charles Campbell began his half-century long career in the corrections field as a probation & parole officer in Virginia. Thereafter he took employment with the U.S. Bureau of Prisons and had assignments at seven different facilities over a twenty-year period with the federal prison service. He moved then to teaching, writing and consulting, and had a term of service as Special Master to the U.S. District Court for Northern Texas. In 1979 he went to Alaska as Director of Corrections, and was later appointed Compliance Monitor for the state's prison system by an Alaska state court.

With his wife of more than fifty years, Campbell lives in Juneau, Alaska. He has frequently testified before committees of the Alaska State Legislature in opposition to restoration of the death penalty and privatization of prisons.

Distinguished American criminologist, Esther Heffernan, who wrote the Foreword, has been a frequent advisor to state and federal correctional agencies.
